The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are released from different nations. Considerable effort is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capacity afforded by timely intelligence. From observation points, defense planes that had been deployed to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a dependence that neighboring countries are clearly incapable to fill in the near term.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, persist.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until circumstances change in its benefit.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
